The government has decided to start reopening the creative industry from today (February 10th).
The decision was made following calls from several parties, including The National Film Development Corporation Malaysia (FINAS), to allow filming activities to be conducted during the Movement Control Order (MCO), so that the creative industry economy isn’t further affected by the COVID-19 pandemic.
It covers a list of activities that includes animation/music production, post-production in the studio, digital music development, song recording in the studio and pre-production filming.
Filming in the studio, comprising dramas, TV movies, commercials, documentaries, sitcoms, live streaming, cultural recordings, arts and heritage, without the presence of audiences is also permitted.
However, production companies must first apply for the Special Filming Certificate (SPP Khas) from FINAS, and all production personnel involved must undergo COVID-19 screening tests before the results are submitted to FINAS three days before the filming date.
“Periodic monitoring will also be carried out at the filming location by FINAS’ enforcement unit to ensure compliance with SOPs,” said Communications and Multimedia Minister Datuk Saifuddin Abdullah.
He added that SOPs for outdoor filming activities, including live events, and also cinema screenings are being detailed and will be announced soon.
Last week, FINAS pointed out that the enforcement of the MCO since January 13th has also affected the incomes and economy of the creative industry players, as filming activities were not allowed in areas under the MCO.
