BUDI95: How Many Malaysians Used More Than Their 300L Quota? Here’s What PM Anwar Reported

Prime Minister Datuk Seri Anwar Ibrahim told the Dewan Rakyat on 4 November that the BUDI95 fuel subsidy programme has shown positive results one month after it was rolled out.

Reported by the New Straits Times, Anwar explained that the allocated quota of 300 litres per month is more than sufficient for most users. Current data shows that the average consumption is around 98 litres monthly, which amounts to only about 33% of the provided quota.

Only a very small group of users, about 0.7%, were recorded to have exceeded the limit. These are mainly individuals who travel long distances for work or daily commuting. As of the previous month, a total of 13.1 million people have benefited from the programme, using RM2.6 billion worth of subsidised BUDI95 fuel. The government’s total spending on fuel subsidies currently stands at RM800 million.

Anwar also noted that the transition to digital platforms has been smooth, with more users adopting apps such as Setel and Touch 'n Go eWallet to manage their fuel subsidy claims.

In addition, the BUDI95 scheme has been extended to include fishermen who do not have driving licences. This was made possible with support from the Malaysian Fisheries Development Authority and state governments in Sabah and Sarawak. 

According to Anwar, approval has been granted for around 24,000 registered boat owners as of 31 October.

He also announced an increase in the monthly fuel quota for e-hailing drivers, from 300 litres to 600 litres. This adjustment is expected to benefit around 58,000 drivers nationwide.
